PROJECT EXPERIENCE:

Project Manager for the Pennsylvania Comprehensive Freight Rail Study, both in 1996 and 1986, developing inventories of rail lines and surveys of operators and shippers, analyzing traffic flows, and determining maintenance needs on a 6000-mile system.. Retained as expert for Pennsylvania Senate analyzing the Conrail merger. Managed an element of the Access Ohio study for Ohio DOT that developed a statewide inventory of intermodal operations and determined intermodal facility requirements in Ohio. Retained by the Port Authority of New York and New Jersey to determine the feasibility of new terminal designs and to determine the switching requirements in the PortNewark/Elizabeth terminal complexes, as well as on the Staten Island and Rahway Valley lines. Retained to determine the future freight needs for the Bergen Arches corridor and freight interface issues for the Bergen light rail line.

Project Manager for development of a Five-Year Strategic Business Plan for CP Rail's Delaware & Hudson, assessing traffic flows, operating expenses, revenue potential of various markets, equipment planning, and capital requirements Project Manager for development of CP Rail's Soo Line Five Year Business Plan, examining all markets and line segments, and evaluating operating plans, labor strategies, and line rationalization. Specifically evaluated “Wheat Lines” in ND and “Corn Lines” in IA. Analyzed 17 subdivisions for Canadian National as potential spin-off candidates. Developed a five-year business plan for Enterprise Airlines, a commuter start-up operation.

Retained by shortlines to determine collateral value of assets being pledged as part of RRIF loan applications, including assisting Texas Mexican Railway with their RRIF loan application by reviewing loan submission and for determining collateral asset values and financial results, and assisting Cedar American Rail Holdings, specifically addressing asset values and financials. Also developed RRIF data for Iowa Pacific, Montreal Maine & Atlantic, and Riverport applications.

For Emons Transportation, conducted an analysis of the market for a bulk transfer terminal in York, PA. For Southern Tier East Regional Planning, conducted a similar study of the Binghamton, NY area. Completed a market analysis of the Green Mountain corridor for the Vermont AOT and potential reload markets for Luzerne County, PA. Worked with CSX TransFlo to study Ogdensburg, NY region and with Saratoga IDA to determine the market potential for reload services in Saratoga County, NY. Developed a market analysis for a plastics terminal and a warehouse-reload terminal for the Massachusetts Central. Retained by Corsicana IDA to determine the potential for an intermodal and bulk transfer terminal in Corsicana, TX. Completed a market analysis of potential rail business for the Clark County, WA Dept. of Public Works. Retained by CP Rail to determine market potential for Canadian traffic in the Conrail Shared Assets Areas and the Lancaster, PA region. Retained by the Allegheny River Development Corp. to determine the potential for barge and rail-barge traffic.

Manages Landisville Terminal and Carolina Coastal railroads, responsible for operations, marketing, business development, accounting, and administrative functions. As a consultant, served as Vice President for New York & Ogdensburg, Massachusetts Central, Octoraro, and Raritan Central.

Has analyzed the viability of existing operations and the feasibility of new acquisitions. Conducted a viability analysis of the county-owned line for Clark County, WA and assisted Salem County, NJ in selecting an operator for a county-owned line. Developed operations and market viability analyses for Iowa Interstate and Wisconsin & Calumet railroads. Retained by Pittsburg & Shawmut, Emons Transportation, Lukens Steel, Aberdeen Carolina & Western, and Chicago West Pullman to evaluate various potential rail line acquisitions. Retained by Franklin County, PA to determine the viability of establishing a shortline in Chambersburg and by Philadelphia Belt Line to determine the feasibility of a shortline in Philadelphia. Conducted regional line assessments for Schuylkill County and Luzerne County rail authorities and Southwest, Northcentral, and Northern Tier Planning Commissions in PA.

Completed numerous operations and route planning studies. Responsible for operations analyses for Union Pacific System, Soo Line, and Illinois Central locomotive fleet studies and conducted an operations audit for IC identifying best operating practices. Worked extensively for Burlington Northern's planning department and CSX Intermodal developing schedule and blocking plans for carload freight and intermodal services. Identified physical plant and operational changes for rationalization studies in Kalamazoo, MI; Toledo, OH; Schuylkill County, PA; Johnsonburg, PA; Chambersburg, PA; Philadelphia, PA; and Bayway/Rahway, NJ.

Analyzed operating plans and traffic flows to identify conceptual designs for new freight car classification and intermodal yards for Soo Line/CP Rail in Chicago, as well as for a new intermodal and automotive terminal for Conrail in Toledo. Developed yard design plans for Narva and Muuga Yards in Estonia and assisted with operations planning reviews of service between Russian and Estonia. Worked with the New York Port Authority's engineers to identify operational design requirements for new rail-container terminals. Developed preliminary plans for bulk transfer terminals in several locations.

Has undertaken rail valuation studies on thousands of miles of lines in 42 states, 7 Canadian provinces, and 2 Mexican states. Valuation assignments have included assessments of Net Liquidation Value, Going Concern Value, replacement cost values, corridor enhancement values, and leasehold values, as well as determining the value of locomotives, freight cars, track equipment, and highway vehicles. Retained as an expert in railroad valuation by private companies, financial institutions, and public agencies. Assisted CFR in developing programs to generate revenues from various real estate and track assets in Romania.

Responsible for infrastructure analysis of Amtrak's Philadelphia-Harrisburg line. Project Manager for alternatives analyses for the Miami-West Palm Beach corridor and for commuter rail feasibility analyses for Montreal and Wilmington, DE. Estimated ridership, operating expenses, and capital costs, identified station requirements, determined financing alternatives, and developed operating and implementation plans. Conducted. Completed several tourist rail feasibility studies. At Amtrak, developed Northeast Corridor operating schedules and equipment plans and implemented the start-up of 15 state-supported routes.

Hired as an expert by the Bankruptcy Court to determine the viability of the Chicago, Missouri & Western lines. Was expert witness in proceedings before for the ICC, STB, Canadian Transport Commission, the Federal Railroad Administration's Office of Safety, state DOTs and PUC's, a Federal Bankruptcy Court, and Federal District Courts. Has conducted numerous traffic and diversion studies for merger cases and other proceedings. Traffic analyses were filed with regulatory agencies on 11 rail mergers. Retained as expert witness for traffic and operations studies on the Worcester, MA gateway case, the TRRA-St. Louis gateway case, and a coal traffic case in Ohio, and for the PA Senate on the Conrail merger. Member of the Pennsylvania Rail Freight Advisory Committee, Delaware Valley Goods Movement Task Force and Southwest Pennsylvania Freight Task Force.
